Recoil spring going south,
or,
You need to clean the burs off the end hook, and grease it to allow the spring tension to be fully transfered to the follower.

Is the bolt getting all the way behind the cartridge?

Are you using good quality mil-spec ammo?

For short stroke check:

Bolt or op-rod binding

Rifle properly greased (M1s need a lot of grease compared to many other rifles)
gas port not blocked or occluded

Op-rod piston diameter
Gas cyl not loose on barrel
Gas cyl screw tight and valve not leaking
Diameter just aft of threads of gas cyl
