Ruger doesn't sell receivers alone to the public , The only way to get one would be
to cannibalize a whole rifle .  I don't think ruger even sells them to Gunsmiths.

You could buy a Volquartsen receiver - but they cost as much as 3 Ruger rifles.

You MIGHT find an old AMT rifle ( was a clone of the Ruger)

Planning on building something?

I bought a bull barrel and a new stock for my 10/22 so I have the origional barrel and stock and I figured why not buy another cheap receiver and just make another plain 10/22 to use as a beater. Any ideas???

I lucked out and found a very lightly used 10/22 deluxe at a local shop for $175.

I sold the stock and bbl for $100 since the deluxe stock is Walnut and has a very nice woodgrain.

So I have $75 in a practically new 10/22 receiver, bolt, and trigger group.

The problem is, even if you can find a receiver, by the time you buy the bolt and trigger group, you will have spent about as much as a complete used rifle.

At Shooters Discount, the receiver is $69.95, then $35 for a bolt, and you still have to buy the trigger group...

Yep - $150 or so seems to be the going rate for a new rifle/receiver.  That's $50 or $60 cheaper than the Volquartsen Superlite receiver.

I've been tinking about building one on an RB Precision Evolution stock with an ACE side folder butt and a Whistle Pig barrel.  I was thinking about using a Volquartsen barrel and TG2000 trigger group (and may still do so) but the bottom line is the same as a nice AR...
