It depends on what you want to do. If you just want to own an SBR or make one for yourself. Then you don't need to be licensed. If you make your own, you need to fill out an ATF F 1 and get it approved prior to assembling the rifle. It's a $200 one time tax to make it.
If you find one already built and registered, you need an ATF F 4 to transfer the gun to your custody. Again, it's a $200 tax for the transfer.

If you want to go into the business of making SBR's and such, you need to apply for a Federal Firearms License and pay your Special Occupational Tax for the NFA portion of your business.
