I have some replacement parts which are parkerized but I need to blue them.  Can anyone tell me how to remove parkerizing without sanding or sandblasting the metal?

You can try gentle polishing.  Parkerizing is the result of the reaction between steel and phosphoric acid.  The surface of the steel is thus coated with iron phosphate.  Unlike paint, it isn't simply on the surface; it is a part of the surface.
