I'm working up new loads for Universal and cast lead bullets in 3 different calibers.  Here are the charge weights I intend to try:

9x19mm   125 LTC       5.0 - 5.8  Too hot
.40 S&W  155 LRN      5.6 - 6.4   Very warm
.45 ACP   185 LSWC   6.0 - 6.8   Upper end of range, I would start lower.
in .2 grain increments.  Does anyone think these loads might be unsafe?  Data's somewhat sparse.

I would suggest you get different published data.

I shoot 9x19 with Universal Clays and 125gr Lead Round Nose bullets using 3.8gr of powder.

5.0 - 5.8 seems really high.

Yup. Everything I have list 4.8-5 as max loads.

You need to check the Hodgdon web site as previously alluded to!  Not sure where you data came from but you be courting trouble!
And, you may want to look at N320 if you are going to be shooting indoors as it is probably the least smoke generating powder with cast bullets.
Universal Clays is not bad, but if you are going to shoot inddors I suggest N320
