Anyway can civilians order from there or is it limited to Law Enforcement and Contracting agencies only? Some of their prices are fairly priced and I was curious.

The FAQ section on their website states that non-LEO can purchase, however the price will be different than the posted LEO pricing.

Use google shopping to enter their website..They offer free shipping for google shopping users for S&W's I know for sure, and maybe other brands also.

You will need an FFL holder to accept shipment and run your NICS. Try checking on Gunbroker. I found a great guy who lives 3 blocks from my house who only wanted $20 per transaction.

I used to buy Winchester Ranger Law Enforcement ammo from them. Now the ammo is for LEO sales only. I believe it is Winchesters policy not Express Police Supply policy.

I like federal JHP ammo better then win LEO stuff. Winchester has a smaller hole then the federal ammo.

even though I had one dud in the federal JHP, but I shoot a lot of that ammo.
