The frame sheet will allow more weight to be carried in the pack, and the pack will be more comfortable no matter what is carried in it. FWIW, I wouldn't even consider a pack like this if it didn't have a frame sheet, or at least one available at modest price.
Get the frame sheet; you'll be glad you did.

It's a different pack from the Eagle and Spec-Ops packs. The one I linked has a non-removable,
load-bearing waist belt, and the suspension/shoulder strap assembly is adjustable for the torso length of the user. Because of these features, seldom found in packs of this size, the Protech will carry more weight longer and more comfortably than either the Eagle or Spec-Ops packs. Yeah, it's only available in 3-color desert camo, but some Dk Green Rit dye, some hot water, and a big tote will fix that, giving a sort of greenish khaki with the dark brown splotches still showing.
Either pack would be a bargain, especially the Protech. I have three Protech packs, and all are excellent quality of materials and workmanship.
Depends on what you want, and your end purpose(s).
