That rotary tumber sold at HF is not large enough for reloading unless you have very small numbers of cases. Thumbler's Tumblers are pretty much the standard in the case of rotary tumblers.
The HF vibratory tumblers are basically the same idea as those sold by RCBS, Lyman, and so on. If they hold up, then they're okay for reloading use. If not, then they fall into the same class as cheap optics.
Reloading is pretty specialized so not many tools other than common hand tools have counterparts. Swiveling deburr tools are one possibility, but the Wilson style is about the same price and it does inside and outside deburring.
You can make your own load blocks. Powder scoops are simple to make, too, although most of us don't use them often. Scales calibrated in grams can be substituted if you can convert charge weights, but the precision needs to be similar to that available in scales for reloading; there are 7000 grains in one pound weight, and 454.5 grams per pound.
Powder baffles for drum type throwers can be made from fender washers, cardboard or aluminum ellipses, or a funnel resting in the top.
