If I send off a form 4 and move to another address within the same state (WA) do I have to cancel and resubmit another form 4?

When I moved in state with a Form 1 in the pipeline, I called and they had me send in an updated form with new address without taking me out of line.  I was staying in the same county though - not sure if that would make a difference these days.

As long as the transferror hasn't moved, and still knows how to get in contact with you, you're OK. Approved f4 goes to the transferror, not you. You can later submit a 5320.20 for a permanent address change, if you wish, but you do not have to as long as it's not out of state.
