I got a very close coworker who decided to leave company to start his own business.
Since we were good buddies, I wanted to give him one of my C&R handguns as a going away gift.

Then I realized that he never changed his driver's license to Michigan even if he has lived in Michigan for years.
In this case what defines his state residency for C&R record purpose?

He lived in Michigan more than 6 years but always kept his home state ID.

Is this case go or no go?

Copies of utility bills in his name?

Check your regs but I am fairly certain there is language in the BATFE about primary residence for transactions.
