i'd like to get a nice, accurate, long range .308 rifle like a remington 700 LTR, or savage 10fp, bit would like the flexibility of having back up sights in case i lost use of the scope.  is there such thing available on either of those rifles?  if so, can they be used while the scope is attached?

You can always use the Redfield Palma as your backup sights, the same as on the Army's M24 SWS.

It’s like adding a trailer ball on a Ferrari.
A better bet is to go with a set of A.R.M.S. rings.
That way you can clamp on a spare set of optics if you think
Your primaries are damaged.
