Tikka T3 Synthetic Stainless -Hands down. Hurts me to admit it, being the Savage fan I am. But when reliable and well made  are added to the question, its just the honest truth.

The best out-of-the-box bolt actions that I own are a couple of Sako's.

Remington 700's are great for customizing.

My SIG SHR 970.
It comes with an accuracy guarantee from the factory
(3) shot group from bench, the holes all touch.  I think I could do better.
Super smooth bolt throw.
