When will civilians be able to order it? Or has anyone already seen it for purchase?

As far as I know they were working out a few issues for the US Navy and that contract takes priority. After that you may see them for civilian sales. I also hear the price tag is around $20K

I doubt you'll ever see one in civilian hands, AI filed for bankruptcy earlier this year. I think there was even stipulations that the semi never be sold on the open market. That could change if they ever get back on their feet but I can't see anyone paying more then what an M82 costs.

If Mark Serbu get's his on the market that will help to change things also. Hopefully he will keep the cost at a decent price.
