I've been seeing allot of auctions and what not that are marked: "NB". Anyone know who this is or what it means, and the quality of the parts ?

NB or n.b. both mean "nota bene".  However, NB is short for Nebraska (with Zip Code) as well.  Now, NIB refers to "new in box".

O.K., what does "nota bene" mean ? Is it a manufacturer of parts or AR'S ?

It means to the effect that there is a postscript added, for example, after the end of a letter.  Has nothing to do with ARs.
