Well, for example, some places have addtional restrictions on "assault weapons." In the PRK, for example, being an FFL isn't good enough. You also have to have a state-issued "assault weapon" permit to possess them. Not all FFLs have these, so the ones that don't aren't qualified to receive an "assault weapon."
