Has anyone seen or handled one of the AN/PAS-13E thermal units? Also are there any available on the commercial market?

If you're referring to the BAE varient, I have quite a bit of experience with them.

They are very difficult to find and expensive on the commercial market. BAE does not sell them to non government entities, so the only ones out there are stolen, surplused by non military organizations, or demo units sold to authorized retailers.

They're out there, but its not easy.

Doesn't Raytheon also make the unit as well ?

The AN/PAS-13E line is made by Raytheon, not BAe.
There are several lines of AN/PAS-13, each comprising of three different weight, thus leading to a variety of types spotting a similar designation.

The PAS-13 lineage started with TWS I contract seeing Raytheon AN/PAS-13B TWS I (starring BST for LTWS and cooled HgCdTe for the rest).
The TWS II contract went for AN/PAS-13C series by BAe and AN/PAS-13D series by DRS Finmeccanica.
The TWS Bridge contract was again awarded to Raytheon, with the new AN/PAS-13E series.

All PAS-13C, PAS-13D and PAS-13E scopes are with VOx sensor, 320x240 FPA for LTWS, 640x480 FPA for MTWS and HTWS.
As Vic has already said, getting a BAe or Raytheon scope might be hard, but the scopes PAS-13D series are widely available under their commercial designation.

I'm cringing as I ask this, but what's the price point for the AN/PAS-13D(V)2?

The PAS-13C series by BAe gor for $25k (HTWS), $23k (MTWS) or $20k (LTWS), respectively
The PAS-13D series are quite similar, $20k for MTWS and $29 for HTWS

I knew I shouldn't have asked but I just couldn't help myself. Hopefully if I can get picked up for one of the jobs I've applied for I might be able to afford one of those sometime next year.
