If I built up an 80% prior to the ban, is it considered a preban?  And if so, how would you be able to tell a preban from a postban?

If you finished the lower prior to the ban on September 13, 1994 and assembled it into a rifle you're in compliance.  Problem is how do you prove it?

If you built a complete rifle prior to the ban and it was in assault weapon configuration then it would be a legal grandfathered assault weapon (preban).

You must be able to prove it was a legal rifle prior to the ban though. All the gov has to prove is that its an assault weapon and that can be done just by looking at it.
