I have a CMMG mod4 16" upper coming I'm gonna put a ARMS #40 on. Do I need the .40 higher front sight post too?

No. The #40's are made to work with the mil-spec weapon sight ht's such as Colt makes. Only Bushmaster seem to have a problem with some of their front sight housings.
