this may sound like a dumb question: are the winchester  55gr fmj bulk bullets the same bullets that are used in q3131a?

No, they are made by IMI but they are not the same as q3131a, they are loaded to SAAMI specs for .223

i am speaking specifically of the bullet and not loaded ammo. if i reload using these bullets to m193 specs, will i get the same terminal ballistics as m193 (of course, i am using LC brass :) )

Bullet performance should be very similar.  Note that this really should be in the Reloading forum.
