so it's a local dealer or private sale then.  I looked and it seems that Bushy and others will not sell M16 parts period without FFL or Tax Stamp.

lots of the dealers on this site have them if you want one.

specifically you could check places like Specialized armament

or use the search function here and tyope in bolt carrier or shrouded bolt carrier or m16 carrier and see what you come up with.

many of the dealers in the Industry Section here do.

And the section of the Equipment Exchange devoted to upper receivers and parts has them often

Much to my surprise, I asked several local gun dealers in my area about M-16 fire control groups and carriers, and I was a tad bit shocked at how many WOULD sell them to me.  One of them even asked me if I wanted 3 round burst or full-auto.  That same dealer went on to say that what I did with the parts was "my" problem and not his.  He also warned that having the full auto parts and owning an AR *could* be construed as a machine gun in the eyes of the BATF.  Although I would hate to use a lawyer for this, I believe that can be argued since an AR-15 receiver requires another hole for proper installation of the M-16 FCG.  I decided that the best thing was to NOT purchase any M-16 parts unless I actually invest in one!

a carrier in no way can make a rifle fire illegally.

That is their company policy not the law. Colt ships most of their rifles with M16 carriers. They are not illegal to posses or use.

Got one of mine (a CMT M16 MP/BCG) from G&R Tactical not long ago. Was no differant than buying any other part.
