I've seen it on the back of a few bipods, and I've been wondering what it's purpose is. Thanks!

Speed deploy lever: squeezing it causes the bipod to deploy instantly. Its used for 3-gun/IPSC shooting because the rules mandate that the shooter start the stage with the bipod stowed.

Sorry, no idea... I shoot Tactical Iron/Limited, which does not allow bipods. Try Brownells ?

Interesting.  I thought it was just another pod lock for the swivelling Harris Bipod.

The lever lets you adjust the tension of the swivel on the bipod.  

ETA: Go to this guys web site and order the lever with 1 spacer. You can get metal or plastic handle. The metal has a shiny finish. The plastic is a matte finish. He set up a kit for folks on the board
