My buddy has a fluted 16" hbar and it is much heavier feeling than my gov profile 16" m4gery.

Yeah - what he said.  I have a fluted 16" HBAR and it feels much heavier than my 20" A1.

...personally i like the extra weight, makes the rifle easier to hold steady.  Plus you get the added bonus of increased accuracy .  as for balance, the balance point on my rifle is somewhere around the front of the magwell/delta ring area

While it may not be the definitive answer, Colt Defense's site lists the 6721 as weighing 7.0 lbs. and the 6920 as weighing 5.95 lbs.

The difference in weight between a stripped 16" Colt HBAR and a stripped 16" Colt M4 profile barrel is 7.4 ounces.

Not sure of the actual weight diff, but I recently bought a used Bushmaster HBAR "post-ban" carbine upper with an A1/C7 upper, and I am really glad I did--it is very accurate, and the balance feels just right.
This upper is more accurate than the 20" HBAR Bushmaster I used to own. I put 5 rounds in the X-ring at 100 yards using Black Hills red box 55gn FMJ, the target being the NRA 25yd pistol bull my club provides.
