 I just assembled my first lower and attatched the upper.  This is my first AR to ever handle.  Is it normal to not be able to select safety unless the riffle is cocked?

YES THATS NORMAL.RIFLE NEEDS TO BE COCKED TO PUT SAFETY ON.HAVE FUN BE SAFE
