How do you go about registering a lower to be a pistol? I am getting my next RRA lower in a few weeks and wonder if my FFL can register it to me as a pistol, or what do I have to do? All info is appreciated. Thanks

On the back of the 4473 (yellow form) in the box "type of firearm" have the FFL put "pistol."

I see this so often, but it is meaningless. If you want to build a pistol, the important thing is that you do it on a documentable virgin receiver. That is the criteria used by the BATF per this letter:

www-2.cs.cmu.edu/afs/cs/user/wbardwel/public/nfalist/atf_letter7.txt

If an individual were to obtain a rifle type receiver that had not previously been utilized in the assembly of a rifle, a handgun could be made and not be subject to the provisions of the NFA. Verification must be obtained from the manufacturer of the receiver to establish its authenticity.


If you build your pistol on a receiver that left the factory with a stock attached, you are technically building a SBR, regardless of what the form 4473 says.

Thanks for the help. I take it that as long as it is a stripped receiver trransferred to me with the pistol box checked on the yellow copy, that i can assemble a pistol...

you could even check rifle on the 4473.

There's been lengthy discussion of this topic. a 4473 is NOT registration of any sort.

Bottom line: You could transfer it as anything. AS LONG AS IT HAS NEVER BEEN ASSEMBLED INTO A RIFLE, YOU CAN MAKE IT INTO A PISTOL.

As previosly mentioned, pistols don't have stocks. I woudl be leery of buying a complete lower, and getting rid of the stock and turning it into a pistol . IT was not a complete firearm, but did have a stock. I woudl CYA and start with a virgin receiver.

I know they are just for fun so accuracy is not an issue. i just want reliability.
