I am looking into building an AR, but am confused about the legality of owning it.  I read the "legal section" posts, and I think I am more confused than I was before I read them.  So here are my questions:
Is it legal to build/own an AR in Oregon?
Can I buy a stripped lower receiver in Oregon?
On most of my other rifles the serial number is on several parts, if I build an AR will there be different serial numbers on it?
Is there anything I should know about registration/documentation of a built AR?

Welcome to the site!

You are perfectly legal to build a no-ban AR here in the Beaver State.
I'm not sure if shops have stripped lowers in stock, but I ordered mine direct from
the mfr. (Ameetec) and had it sent to a local FFL.
This is the only part considered the firearm, so it's the only part with a serial #.

All the other parts were delivered to the house.

Then, take your time, read the build-up threads, ask any questions you might have,
assemble, and enjoy!!

To add, Here is a place that you can check for a receiver FFL in your area to do the transfer to you from the supplier. Take a look and you should be able to find one that will do the transfer for around $20 on the stripped lower receiver.

Also, to keep life simple order a rifle kit with the upper pre built.  This will save you money by not having to buy upper receiver tools to put the upper together.  The stripped lower is a walk in the park, and is completed with basic hand tools (read a cresent wrench and Bic pen if thats all you have).

No problems at all here in OR if your in the PDX area i know a cheap place to do the transfer fee he only charges $15 plus the 9 doller state fee..

from what i read on here even assembling the upper isent that hard and only requires 2 speicility tools.. i havent built one yet but am consdering it if i can get the build cost down..

Yes.

No, its only on the lower receiver.

The lower is the only part that requires documentation when bought.



Building is a nice easy way to get into AR15s.  

Most people buy a stripped lower for $100, then a lower parts kit for $50-60, then a stock for $60-70, and have a complete lower.  Buy doing this a little at a time it allows you to build as your budget permits.  

After the lower is complete, the upper can be bought either used or new.  If you are buying one, make sure you check to see if it comes with the bolt carrier assembly.  If it doesn't, you will need to buy one of those (roughly$110-125 new).

Lastly, you can find some good deals on the EE of this board, but you may still find that your best or cheapest bet is to buy a "kit gun".  Buying a kit gets you every single part to build the weapon except the lower receiver, and they usually come with the upper prebuilt and test fired.

If you are loking at doing everything soon, the kits are often the easiest way to get what you want.
