They are dull and have a few minor scratches. Do you just buff with a buffing wheel or will it burn and melt the plastic? Any suggestions?

I've used a buffing wheel to make matte handguards shiny, but if you're not careful, you can burn them. I burned a spot, but then I hand sanded it (I believe I wet sanded it with a sanding block), then I rebuffed it. Couldn't tell that I'd burned them at all.

I have sanded HGs, & stocks using fine grit sandpaper then graduating to an even finer grit for final sanding. Use what ever grit you feel appropriate for your scratches. I then polish them with FLITZ Polish (others use different kinds of polish, this is what I use.), buffing by hand repeatedly until the desired shine is achieved. Obviously polishing by hand you don't have to worry about burning or melting anything.

I just used various fine grits of sand paper and fine steel wool.  Thats it and it came out great!

This.  Depth of scratches has a lot to do with final outcome.  Hand sanding may take a little time.
