have a bushy A-3 flattop on the way w/no carry handle and am wondering if i should get a carry handle w/a-2 sight or an a.r.m.s #40 flip up?

Well, that would depend on what you want to do with it.  On my A4gery (TM) I have the ARMS 40.  That lets me switch between the M68 mounted on an M5 RAS and the ACOG.  With the 40 folded down that ACOG can be mounted far enough rearward to get proper eye relief (I have the throw lever ARMS mount for the ACOG).  When I don't want to use the glass I can remove it and flip the sight back up for use as BUIS for the M68.
If you don't want to switch between optics, you may want to go with the CH.  If you're going to use another type of glass, the 40 may not fit under the occular bell and allow enough eye relief.

I'd go with the ARMS; it'll save weight, plus give you a lot more options for optics mounting.
