I want both, but don't have the bread right now---how much of a velocity loss is there between a 16" bbl and a 24"bbl?----I really like the 24" but the 16" is so damn handy and compact-----any rifle suggestions would be welcome too----I want a scoped riufle with back up irons---thanks

If you can't decide between a 16" carbine and a 24" inch varmint barrel, why not go with the GI 20"? I carried one for several years before we went to M4's, and unless you spend a lot of time getting in and out of cramped vehicles with it or do a lot of CQB, you'll be fine.

16" = .223

24" = .308

What will the rifle be used for?  16" and 24" do not fill the same roles.

A 20" with A-1 stock is about as handy as a 16" and closer to the 24"'s velocity. Since you can  only afford one rifle maybe it should be a 20".
