I want to change my A2 upper to an flattop.  I will be using my old barrel, tube, and bolt.  I was told that I do not need to head space the bolt to the barrel bacause the bolt "lock" onto the barrel, which I know.  But I still think that I need to headspace.  What do you think?

Doing it wont hurt you.  Not doing it might or might not.  If you can afford to do it/have the tools why not?

No you do not need to headspace it. As long as you are using the same barrel & bolt there should be no need to.

If I am wrong, someone please enlighten me.

Since you are reusing the bolt and barrel, you don't have to check headspace.  

I've done this same swap and had great results.

Great, I will ordering tools to do the job.  I have the multi-tool, just need the flattop and the upper receiver tool.

Thanks to this forum I swapped receivers on my SBR going from A2 to A3, you will find all the info you need to. Be careful with torque values and check everything twice; THINK before and the operation is quite simple.
