I just got a buttstock pad for a CAR stock and fitts on but it is not very tight and comes off easily. Has anyone else had this problem?

No, but since there are so many manufacturers of stocks (and pads), I can see it happening. Try a dab of silicone caulking to hold it in place, but you may never get it off if you use too much.

I tried one from Brownells, but got so frustrated with it coming off all the time I gave up threw it into my junk box. Everytime I took the rifle out of the case the pad would be off or coming off. It was just more trouble than it was worth for me....

I just finished packing it up for return. Thanks for all of the advice and help.

Forgive me if I do not quite understand what you are looking for Wrath. Are you looking for a rubber butt pad for your rifle? I got mine for the new-style 6-pos stock at bushmaster.com. The fit is great, it was a pain to get on, but that's fine with me because it sure as hell isn't coming off.
