How does Winchester USA223R1VP compare to Q3131 or Q3131A?

Win Q3131 or Q3131A & Fed XM193 is 5.56 M193 milspec.
Win USA223R1 is not. It is .223 SAAMI spec.
It shoots well, great for practice, but weaker than M193 spec ammo.
