Just wondering why it is about 300-400 fps slower than other military rounds. I know the 77gr is heavier, but couldn't they compensate with a stronger powder?

It is not just the weight, but the length of the projectile. It impedes on powder capacity.

And if you were to use a smaller bulk, and or faster burning, powder to make up the velocity difference you would exceed the pressures the case, and rifle, and designed to handle, then KaBoom.
