What does this do and how does it work?

Forward assist. By pushing the button in, you assist the forward motion of the bolt in locking into battery if the bolt should ever need that extra push. There are grooves in the bolt carrier that the assist uses to press the bolt carrier forward.

At least that's what the buttons on MY ARs are. It might be a cigarette lighter on yours for all I know.

Haven't had to use it on mine, but was trained to always tap it couple of times after after loading, reloading and chamber check.
On an HK21 it's a necessary feature, as the bolt sometimes doesn't go all the way home.  But HK calls it "silent bolt closure device" or some mouthful name like that.
