They are so you know were you mounted your optics or lasers so they can be returned to the same spot.
Some military rifle racks don't allow the rifles to be stored with optics attached so the numbers are insured the optics are returned to the right spot on the rifle. Being off a slot will throw off the zero, especially at extended ranges. |

If you take a good optics mount off and later replace it on the same T(op) numbers it should have the same zero.
On the forearms with rails the L(eft), R(ight), and B(ottom) numbers do the same sort of thing for other accessories. |

It saves you from having to count all the slots.
