What is the difference between Weaver and Picatinny mounts? Are they interchangeable?

I'm not sure of the exact difference between the two, but I'm fairly sure they are not interchangeable.

Picatinny rails were developed by Picatinny Arsenal, with the shape and dimensions of the teeth defined by what is called MIL STD-1913; they are primarily for mounting optics and accessories used in military applications. Weaver rails are similar to, but dimensionally different than Picatinny rails and are most often used in hunting/civilian-type applications.

There are a few "sloppy" accessories that will, with adjustment, will fit either rail system----however----for the most part, these are not interchangeable.

I remember reading on a thread here that Weaver MIGHT work with M1913 rails, but M1913 rails won't work with Weaver stuff.
