So I'm selling a complete factory lower from POF.  Is it safe to send it to CA and what do I as a seller have to go through to ship it?  I don't mind selling it to a fellow firearm owner even if I have to jump through some hoops to do it.  He has a dealer in place to recieve the reciever.  Is it just like shipping it to any other state?

Yup, just send it to his FFL, I believe they will require a copy of your DL.

No issues sending to Cali. I sold 2 complete lowers to a guy in Cali. It's the responsibility of the receiving FFL to ensure it meets Cali requirements before turning it over to the buyer. Buyer worked a deal with the FFL to install the bullet buttons. I've sent a couple LMT uppers there as well.
