You must mean Rock Island Armory? Rock Island was a division of Springfield Armory, all owned by the Reese family, but Rock Island was run by Crazy Dave Reese.

The early receivers were made by SGW/Oly Arms and they were made from solid billet aluminum. The later version, made from forgings, were manufactured by Jerry Drasen, AKA Nasard and Sendra. Like all early, non-Colt AR15, they weren't perfect quality, but they get the job done.
