Is it possible to have a gunsmith remove a perminatly attached flash hider if you decide that that you want another one attached and that It will still keep the barrel to legal length?

+1 for ar15barrels.com.  I sent my upper w/14.5" M4 barrel to Randall for a quad rail install which required removal/replacement of the permanent FH.  He did an excellent job, the price was resonable, and the turn around was lightening fast.

for the price you will pay to have the flash hider removed + shipping, won't it be better to shoot the hell out of it, (10,000 rnds), then just buy a new barrel when you would have to swap it out anyway.  That's what I would do.
