Will the KAC RAS fit on a factory Colt 6450 with thin barrel?

RIS would for sure.   You'll have to measure your barrel diameter to see if the RAS would:  
quarterbore.com/kac/kacrisras.html

Try a Surefire rail.  If you're not going to FF (and there's no reason to on a 9mm) the SF rail is a great choice.  Here's mine:
