They're laser etched numeric markings in between the picatinny cuts on the upper receiver. They're used most commonly for optics mounting as you can zero it in on one of the numbers, remove it for what ever reason, then put it back on that easy to remember number.
It's alot easier than trying to remember exactly where you had mounted your optic, or individually counting each picatinny cut. |

For what it's worth they're kind of nice to have-but not $70 more nice.
For $70 I'd just force myself to remember where I mounted my optic
