I know this question has been beaten to death, but is there much difference between the 16 inch M-4 and 14.5 inch barrels as far as velocity and range? I am building an M-4 on a pre-ban Eagle carbine and am considering between the two barrel lengths..........thanks for any and all replies

The rule of thumb is 100fps loss per inch of barrel below 20". Thus there would be about a 150fps loss in velocity for a 14.5" from a 16". Unless your preban is already registered as a SBR, or you have a registered sear or link to put in there (ie. a legal full auto), I'd say stick with the 16". Unless its registered as an SBR or MG, you'll have to have at least a 16" overall length for the barrel and any other permenently attached muzzle devices. Go with a 14.5" barrel and you'll need to permanently affix either a muzzle brake or a flash supressor to get the 16" legal length. Might as well go with a 16" barrel for a little extra velocity.
