The purpose of the rifle is two fold:
-A dependable firearm for use at the Gunsite Tactical Carbine course, which in turn is to have one very enjoyable weeks vacation. (The pistol course was awesome)
-The second is to get great enjoyment from researching and building up a rifle suitable to the task.
After that the rifle will be used for 3 gun matches and putting holes in paper.

Okay, that's a good start. Pat Rogers (Gunsite's carbine instructor) likes and recommends the AimPoint for most carbine work, but a low-magnification scope such as an ACOG may be better for 3-Gun and general paper punching, but that's your call, since I don't know what precisely your requirements are in that area.
A conventional scope with crosshairs will be better for precision paper punching, but isn't very good for combat training such as you'll do at Gunsite, so I'd tend to stick with the Big 3:
AimPoint
ACOG/Compact ACOG
EOTech
Do some reading about those, check your budget, and then get back to us for further details.
PS Troy, the ammo faq is awesome.
