Are there any decent "Red Dot" sights in the 150-200 USD range.  The sight would be used on a RRA 16" M4 type..I'm looking for something useful out to 100m.  
Priorities
1. Realiablity (Durable, Waterproof).
2. Ease of use.
3. Battery life.

I'd suggest a used Aimpoint Comp M.

IMHO, save up another $200 or so and get an Aimpoint M2 with an ARMS mount.  They are not cheap, but they are the best red-dot optic out there, plus they are used by the US military (the M2 is called the M68).  What you will get is an optic that will last a lifetime, have awesome battery life, and not fail you when you really need it.

The Eotech can be had for around $300, and you won't have to buy a mount if you have a flat-top
(I think?). Some on this site prefer it over the Aimpoint.

Save yer money and get the high quality gear the first time out...better to spring for the good one, than get an el-cheapo, have it break, and then replace it with a good one. I LOVE my Aimpoint Comp ML2s (have 'em on 2 rifles).

OKO is a pretty good sight and in your price range (it's no EOTech or Aimpoint though).  Watch out for mud & snow if you plan on using it at places other than the range.

lurk the EE and you will see older generation Eotechs for 200.  I got a 552 REV E for 220 (has NV setting and takes AA batteries, what more could I want).  With the Eotech you don't have to buy a mount and you get a vastly superior optic to the $150 dollar optics out there.  Just be patient and you will get a sweet optic for a good price if you go used.

Under $200 for a new red dot sight that will last through real-world usage? Nope.

Paid $315 for a COMP ML2. that's about as cheap as I've seen.

Under $200 will get you a range toy that's about it.

I would follow the others suggestion and save for the Aimpoint Comp.  I have had 2 Bushnell and and one other el cheapo red dot go south on me.  The el cheapo was purchased as my first, just to see what I thought.  The 1st dead Bushnell was due to my 458 Socom.  I have had a M/L 2 on both the 458 and 5.56 and it has held up.  My second Bushnell was only shot on my 5.56, and the last time out the switch started acting up.  I keep buying the Bushnell line as my wife and I both rotate them on our Ruger 22's.  The other red dot that has held up well to my little and big guns is a Leupold Gilmore original (LG1 I think).  They are the old one inch tubes, but the size, color and function works well on a Ruger pistol.

Pony up the extra bucks and get the Aimpoint...you wont regret it.
Wonder bread and canned tuna will get you through a spell.
Ham sandwiches work as well.

Get the AIMPOINT, if you can.
According to your price range you cannot.
If that is the case, order tha HAKKO/TACPOINT on ebay for $100.
If you don't like the style/design/etc... you're out $100.
If you love it, and want an AIMPOINT, sell the TACPOINT for $70 used.
That way you can enjoy the scope for a while and save up for an AIMPOINT.
Or find out you don't like it at all and you are not out $300.

Dave, if $$$ is really an issue you should check out The Ultra Dot 30 Sight

It is actually a quality red dot optic (not a toy) for around $130.
