Do newly installed flash hiders on post ban barrels have to be permanently attached now that the ban is over?

If they bring the barrel length to the legal limit yes. If the barrel is longer than 16", no.

16" or longer, just a minor detail.

As above, as long as the barrel is 16" or longer measured without the non-permanent flash hider installed AND the overall length of the rifle is at least 26". anything less is an SBR (short barelled rifle) which is an NFA item and needs special approval from BATF.
