Welcome! Put a roll pin in one of the "vent" looking things. Lock it in one of the last two positions.

I'd contact the state police in MA to see what they consider 'permanent'. During the AWB you could not legally pin a standard telestock - thus the faux telestocks were born.

Sadly I am stationed in MA
Sadly MA doesn't consider a Coast Guardsman adult enough to safely handle a collapsable stock.
