I keep seeing scope rings with the upper half of the ring is another mount for another scope / red dot or what ever you wont up there. Who makes them and where can I get one ?

What you're most likely reffering to is the rings with the SIMRAD mount on top half. This is for the SIMRAD night vision device that the military uses on it's sniper rifles. The company that makes them for the military is Badger Ordnance.

There is also the IOR Heavy Duty Picatinny rings with a short picatinny rail on top:

Unfortunately, they are not tall enough for use on a flat top without some kind of riser.  Available in aluminum or steel.  One ring is sufficient for most smaller scopes.  Too wide for the Aimpoint non magnified models.
