Am I correct in saying that it is not very practical to use a head-mount NV monocular (e.g. PVS-14) on the dominant eye in conjunction with a magnified optic (e.g. MR/T)?  Is this due to cheek weld or eye relief issues, or both?

No.

It works fine, the focus is a little off though with a Monoloc anyway, I think it has something to do with the eye relief not being as short as the 14's distance from the lense.

YOu can get a clear image, clear reticle or halfway with both.  

It works fine for combat use, but I think the PVS14 3x mag and EO tech might be a better alternative. I haven't shot that settup much yet to know.  

The nightforce scopes (some of them) come with a NV paralax focus and that probably cures that problem.
