Time to send it to S.A.W. to get a Mil Spec site base put on.  I had this problem with a bushy too.

They are all canted a little if they are mil-spec, but 20 degrees seems a little out of wack.  They are canted due to the spring tension exerted on it from a detent.

I used to harbor a dislike for the A2 sights, just for the reason that they look like they're busted, when in fact they aren't. BM's seem to all (that I've seen, anyway) have a problem with a lot of cant to the sight. On WES's (you know WES--one of the main "connections" for guys with an AR addiction) say-so, I ordered an LMT rear sight, and there is almost NO cant to it at all.

If there is something wrong with the sight put another one on it!!  it's a simple fix.
