Who makes the most accurate varmint uppers -- JP Rifle? White Oak Armament? Fulton Armory? RRA?

Looking for one that is likely to do 1/4 to 1/2 MOA with match ammo.

I have a 24" RRA Varmint upper and its pretty freaking accurate. More accurate that I am most likely capable of. If you are looking to get 1/2 MOA it will do it with the right ammo. I don't have experience with the other brands but from what I hear you should be happy with any of them.

I get incredible accuracy from a Bushmaster Varminter using handloads. Consistant .5moa and
.3 on a good day when I really bare down. Zeiss 4X14 Conquest with mil-dot reticle and Leupold
Mark 4 rings. I am very happy with this set-up but have a RRA lower with 20' varmint upper on the
way.
