What makes a barrel a "match" barrel. Is this sort of like mil-spec where there are certain specas that the barrel must meet? And if so would that mean that the barrel is the same regardless of manufacterer?

It's generally a marketing term and there is no uniform industry standard.

However, the expectation is that match-grade parts will contribute towards a higher level of accuracy compared to normal parts.

Every barrel maker has something they call "match grade"
I read in a book about this very thing
The author said "Match barrels are barrels that win Matches".
Point well taken for me anyway
